Ach, you make me have thinky-thoughts I haven't had in years, literally, because I love the love between Jack and Ianto precisely because it isn't romantic.
Ianto is devoted, but very disillusioned. I would agree that Jack loves the Doctor the most, but he loves the people he's with, just differently. After watching CoE, I cam to the conclusion that Gwen reminds Jack of his daughter Alice and that's why he's so ga-ga about her - with the added sexual tension he can't have with Alice herself.
Ianto may be a distraction for him, but he remembers many of his boyfriends and girlfriends, I have no doubt Ianto is "I once had a boyfriend who wore a three-piece suit," once he stops/stopped grieving. And I don't think there's any doubt that Jack loved him, but Jack knew he was going to die at some point and that he would live on. That's what Jack does.
But you have to ship Jack with everyone, because he ships himself with everyone :)
