I do agree with you, but I think the only real solution should be to put half the paintings in nearby buildings, so that visitors could see them all with care, and just have to walk a bit longer. Like, putting all the paintings from the 1700s in one building, then putting a sign near the exit that tells you where the next exhibition is.
It would not be a perfect solution, but seeing a Caravaggio 6 meters from the ground, blinded by the light coming from the ceiling, it made my heart bleed. ;_;
